Analysis
A Red Taijutsu attacker who doubles as a support through his Best Friend mechanic. He partners with a chosen ally, buffing them and himself while protecting that ally with a counter — so he is as much a force-multiplier for a carry as he is a damage dealer.
S2 (Blast From The Past) is his signature: it buffs his own and a chosen ally's Taijutsu and tags that ally as Best Friend. When the Best Friend is attacked, Todo counters for damage and inflicts Disruption — giving him a defensive bodyguard role on top of his buffs.
S3 (Boogie Woogie) is his single-target damage and control tool, dealing damage with a chance to apply Disruption to the target. Note it always acts at the lowest action priority, so it resolves at the end of the turn.
His Ultimate is a hard-hitting multi-hit that grants a Critical Hit Rate buff to himself and also to his Best Friend ally, doubling down on his amplifier role and turning him and his partner into a crit-heavy duo.
He runs on crits and Black Flash: a passive sends him into Zone for bonus crit after a Black Flash, and defeating enemies stacks his Taijutsu — so he ramps his own offense over a fight.
His own damage is relatively low for an attacker, so lean into his support role rather than expecting him to carry. A couple of practical notes: his Best Friend always goes to the ally positioned behind him (wrapping around, so a 4th-slot Todo buffs the 1st-slot ally), and his counter costs Cursed Energy to fire — pair him with a battery or CE memory to keep it active.
Overall a hybrid attacker-support best paired with a strong carry he can designate as Best Friend. Slot a damage dealer behind him so Todo can buff them, crit alongside them, and counter anyone who attacks them — he is at his best enabling a partner rather than fighting solo.
